Dr Huw Davies: holds qualifications in science and geology, with a wide range of experience in company directorships and as a restructuring specialist. Dr Davies has been chair since 2008.

Board members

Mr Murray Chapman: holds qualifications in Physical Distribution Management (logistics) and a Diploma in Applied Science in Agriculture and is a dry land farmer. He has extensive experience in strategic planning and a very sound understanding of strategy and corporate governance and risk management. He is Director, Rural Plan Consulting Service and undertakes a broad range of philanthropic work in the Goomalibee and District Landcare group. Mr Chapman is a new appointee.

Mr Terrence Court: has a Diploma of Civil Engineering and extensive experience in natural resource management, sustainable development and project engineering skills. He is Director of TJC Solutions and Deputy President of Goulburn Valley Environment Group. Mr Court is a new appointee.

Ms Eileen Curtis: holds a Bachelor of Business (Economics/Marketing) and Masters in Professional Accounting. She is a Certified Practising Accountant and has extensive experience in financial management, internal and external audit and monitoring and reporting. Ms Curtis is Managing Director of EMC Business Services Pty Ltd. Her previous employment includes Chief Financial Officer of Plunkett Fowles and Manager, Business Analysis at SPC Ardmona. She previously has been a member of a number of community organisations, holding secretarial and treasurer positions. Ms Curtis is a new appointee.

Mr Peter Ryan: holds a Bachelor of Agricultural Science, Diploma of Education and Masters of Administration. He has been self-employed as an irrigator on the Broken River irrigation system since 1989. Mr Ryan has extensive experience in business skills, and governance, having served as Chief Executive Officer of Goulburn Ovens Institute of TAFE and Principal of Dookie College, University of Melbourne. He is committed to riparian management and sound, sustainable agricultural practices and is a new appointee.

Ms Lynette Gunter: has extensive experience in integrated catchment management, strategic and business planning, community engagement governance and emergency management planning and recovery. Ms Gunter is self-employed as director of her own company, has been a Murrindindi Shire Councillor for 15 years and Mayor of Murrindindi Shire for 4 years. She has been a board member since 2000.

Mr Russell Pell: has 14 years experience on natural resource management committees and extensive experience in natural resource management, community organisations and business. He is a dairy farmer in the Shepparton Irrigation Region with strong links to the Murray Darling Basin and Landcare. Mr Pell is a new appointee.

Mr John Pettigrew: has completed the Australian Institute of Company Directors course and has strong skills in corporate governance and the impact of climate change on natural resource and environmental management. He has extensive experience in water resources management and the water industry, waterway management natural resources management and in horticulture. He a full-time self-employed farmer and has been a board member since 2003.

Mr Francis Whitford: has an extensive range of commercial, retail and marketing experience, having been Managing Director of Mitre 10 Australia and Managing Director of Sportsgirl/Sportscraft Australia. He has a strong business and commercial background and a sound understanding of strategy and governance. Mr Whitford is Managing Director of Fletcher Jones Australia and has dry land farming experience, as a self-employed beef farmer since 2005. Mr Whitford is a new appointee.

The Goulburn Broken CMA acknowledges and respects First Nations people and the deep connection they have with their land and waters.


We acknowledge the Yorta Yorta and Taungurung people and their ancestors/forbears as Traditional Owners of the land and waters in the Goulburn Broken Catchment (and beyond). We value our ongoing partnerships with Yorta Yorta Nation Aboriginal Corporation and Taungurung Land and Waters Council for the health of Country and its people.


We pay our respects to Elders past, present and emerging and acknowledge and recognise the primacy of Traditional Owners obligations, rights and responsibilities to use and care for their traditional lands and waters.
